HTS update for paper and paper-based packaging products

Effective March 10, the Agricultural Marketing Service (AMS) has updated Harmonized Tariff Schedule (HTS) numbers for paper and paper-based packaging. Updates to the HTS numbers and the additional verbiage intended to ensure that importers are being assessed on the same products as domestic manufacturers.
