CPSC eFiling: What Importers Need to Know

CH Powell Company advises all importers of regulated consumer goods to prepare immediately for the U.S. Consumer Product Safety Commission (CPSC) mandatory electronic filing (eFiling) requirement. Effective July 8, 2026, importers must electronically submit critical product safety data directly into the Automated Commercial Environment (ACE) via the Partner Government Agency (PGA) message set at the exact time of entry. This regulatory transition marks the end of submitting certificates only upon request. For products entering via Foreign Trade Zones (FTZs), the mandatory enforcement deadline follows shortly after, on January 8, 2027.

Under the revised 16 CFR Part 1110 rule, importers must supply specific data elements from their Children’s Product Certificates (CPCs) or General Certificates of Conformity (GCCs). To streamline entry process, reduce errors, and potential holds at the border, the CPSC has established a CPSC Product Registry portal. This database allows importers to pre-load their certificate records, generate a unique reference identifier, which can be provided with the entry to significantly accelerate the processing time.
