										<content:encoded><![CDATA[<p>U.S. Customs and Border Protection (CBP) is making significant progress in developing a refund process for IEEPA tariffs, with another key update scheduled for March 19. This process will be supported by a new system within the Automated Commercial Environment (ACE), called Consolidated Administration and Processing of Entries (CAPE).</p>
<p>The CAPE system is being built in four main components: Claim Portal, Mass Processing, Review and Liquidation/Reliquidation, and Refund.</p>
<p>As of March 11, progress on each component varies:</p>
<ul>
<li>Claim Portal: 70% complete</li>
<li>Mass Processing: 40% complete</li>
<li>Liquidation/Reliquidation: 80% complete</li>
<li>Refund Functionality: 60% complete</li>
</ul>
<p>Once fully implemented, the CAPE system will automate the removal of IEEPA HTS numbers, validate duty calculations, and streamline the liquidation, reliquidation, and refund processes.</p>
<p>CBP expects CAPE to handle most formal and informal IEEPA duties during its first phase, with further features being added over time.</p>

Payments must be submitted through pay.gov.</p>

Premier Li Qiang signed a decree authorizing retaliation against countries that impose discriminatory restrictions on Chinese maritime operators.</p>

										<content:encoded><![CDATA[<p>The United States will implement an additional 10% tariff beginning April 5, excluding goods from Mexico and Canada, as well as those already subject to Section 232 tariffs or under consideration for protection under Section 232.</p>
<p>Tariffs on imports from certain countries will increase further starting April 9, ranging from 11% to 50%. These measures are being enacted under the International Emergency Economic Powers Act (IEEPA) in response to trade deficits that are considered a national security concern.</p>
<p>The tariffs will apply to goods entered or withdrawn from warehouses for consumption starting at 12:01 a.m. EDT on April 5 and April 9. However, they will not apply to goods that (1) were loaded onto a vessel at the port of departure and are already in transit via their final mode of transportation before these times or (2) are entered or withdrawn from warehouses for consumption after these times.</p>

										<content:encoded><![CDATA[<p>In a recent email alert, the National Customs Brokers &amp; Forwarders Association of America (NCBFAA) raised concerns about U.S. Customs and Border Protection (CBP) accepting duty calculations for new import duties on Chinese goods without proper verification.</p>
<p>The NCBFAA urged customs brokers to take two key actions: first, ensure that the correct duty is being paid to CBP, and second, be aware of the 10% duty rate under Harmonized Tariff Schedule subheading 9903.01.20.</p>
<p>Additionally, the NCBFAA pointed out several limitations in the Automated Commercial Environment (ACE) system, including that it does not verify duty calculations when a line includes more than two HTS codes. They also highlighted that CBP does not validate the export date against the correct HTS codes (9903.01.20 or 9903.01.23). It is recommended to closely review the HTS codes used based on the export date</p>
