CBP Proposes Advance EEM Submission

U.S. Customs and Border Protection (CBP) has published a proposed rule requiring exporters to submit electronic export manifests (EEM) for cargo departing the U.S. by vessel.

The proposal specifies that eight key data elements must be submitted no later than 24 hours before the cargo is loaded.

CBP is accepting public comments on the rule through April 13, 2026.
