The Bureau of Industry and Security (BIS) has issued an interim final rule expanding export restrictions under a new “50 Percent Rule.” Entities that are at least 50 percent owned—individually or collectively—by parties on the Entity List or Military End-User (MEU) List will now be subject to the same export restrictions.
